Estado y servicios públicos en la posconvertibilidad (2003-2015): ¿qué hubo de nuevo en la participación estatal?

En el año 2003 se abrió un nuevo ciclo político
en Argentina que implicó profundas transformaciones
respecto de la década precedente. Entre
ellas se destacó un replanteo de las relaciones
del Estado con las empresas privatizadas. El presente
trabajo aborda el accionar del Estado en los
servicios públicos durante el período 2003-2015,
estudiando comparativamente dos servicios del
Área Metropolitana de Buenos Aires que fueron
re-estatizados en esa etapa: el de agua potable
y saneamiento y el de transporte ferroviario de
pasajeros. En dicho contexto, planteamos los siguientes
interrogantes: ¿Cuál fue la lógica de las
re-estatizaciones? ¿Qué tipo de institucionalidad
se forjó en relación con este cambio en la gestión
de dichos servicios? Para el desarrollo de las hipótesis
propuestas se analizaron articuladamente
diversas fuentes primarias y secundarias y fueron
puestos en relación con estudios específicos
sobre la temática.
In 2003, the Kirchner Administration started a new political cycle that involved profound changes in Argentina. Among these changes we highlight the redefinition of State’s actions towards privatized public utilities. This article studies State performance in this sector during 2003-2015. We compare two re-nationalized utilities of the Metropolitan Area of Buenos Aires: the drinking water and sanitation services and the passenger rail transportation. In this context, many questions arise: what was the logic behind the re-nationalizations? What sort of institutional arrangements were implemented according to these management changes? Our analysis articulates primary and secondary sources which are supplemented by specific studies on the subject.
