El artículo se propone analizar las representaciones en torno a la ciudadanía vigente en el
período que se abre con la definitiva consolidación de un Estado Nacional en nuestro país hasta
el año 1912, fecha que indica la modificación de las leyes electorales con la promulgación
de la ley Saenz Peña. Sin restarle importancia a este último acontecimiento, por los cambios
que supuso su implementación al interior del sistema político argentino, se sostendrá que
las definiciones en torno a la ciudadanía política propias del orden conservador, siguieron
vigentes en nuestro país, caracterizándose las mismas por la persistencia de un conjunto
significativo de exclusiones que - a nuestro entender - marcaron el posterior desarrollo de
la democracia argentina. Si en estas definiciones en torno a la ciudadanía, las ideas del
nacionalismo finisecular cobraron particular importancia, se analizará el rol de la escuela como
institución destinada a cumplir una tarea fundamental como productora de la nacionalidad y
“hogar de la ciudadanía”.
The article analyzes representations on citizenship in the period that opens with the definitive consolidation of the National State in our country, until the year 1912, that indicates the change of electoral legislation with the enactment of the Saenz Peña law. Without diminishing the importance of this last event, because of the changes that led to its implementation within the Argentinean political system, be argued that the conservative definitions towards the political citizenship, remained valid in our country, characterizing them by the persistence of a significant set of exclusions that –in our view– marked the further development of democracy in Argentina. If in these definitions on citizenship, ideas of nineteenth century nationalism took on particular importance, it will be analyzed the role of the school as an institution designed to fulfill an essential task as a producer of the nationality and “home of the citizenship”.
