Descripción
El Sistema Multilateral de Comercio, regido
por la OMC, se erige sobre el principio de Comercio
sin Discriminación, el cual se basa en
la centenaria cláusula de la Nación Más Favorecida
(NMF). A este principio se le antepone
una excepción: la concesión de preferencias
comerciales, ya sea por la vía unilateral, Sistema
Generalizado de Preferencias, o por la bilateral,
Acuerdos Regionales de Comercio. Sin
embargo, desde el último decenio del siglo XX,
los Acuerdos Regionales de Comercio se han
masificado, asumiendo dimensiones inter e intra-regionales.
Esto ha develado una crisis del
Sistema Multilateral, la cual se puede explicar
desde los postulados básicos de la teoría está-
tica de la integración económica: los efectos de
Creación y Desviación de Comercio
The multilateral trading system governed by the WTO is built on the principle of Trade without Discrimination, which is based on the centuries-old clause Most Favored Nation (MFN). This principle is preceded by an exception: the granting of trade preferences, either by means unilateral, Generalized System of Preferences, or by bilateral, Regional Trade Agreements. However, since the last decade of the twentieth century, the Regional Trade Agreements have been crowded, assuming dimensions inter-and intra-regional. This situation has devealed a crisis in the Multilateral System, which can be explained from the basic postulates of the static theory of economic integration: the effects of Creation and Trade Diversion
