El presente artículo analiza la postura de Argentina, Brasil y Bolivia en cuestiones de cambio
climático y bosques. Más precisamente se revisarán los posicionamientos de estos países sudamericanos frente
al mecanismo de Reducción de Emisiones provenientes de la Deforestación y Degradación Forestal (REDD+)
de la Convención Marco de Naciones Unidas contra el Cambio Climático (CMNUCC). El mecanismo REDD+
intentó desde su surgimiento elevarse como una herramienta para que los países en desarrollo puedan lidiar con
el desafío del cambio climático obteniendo como contrapartida compensaciones económicas. No obstante,
existen miradas contrapuestas sobre su efectividad e intenciones. En este cruce de posicionamientos los países
analizados ensayaron estrategias de vinculación completamente diferentes con el mecanismo nacido en
CMNUCC. Estrategias que suponen distintas miradas sobre lo que REDD+ puede ofrecer en materia de bosques
y cambio climático.
This article analyzes the position of Argentina, Brazil and Bolivia on issues of climate change and forests. More precisely, the positions of these South American countries will be reviewed against the mechanism of Reduction of Emissions from Deforestation and Forest Degradation (REDD+) of the United Nations Framework Convention on Climate Change (UNFCCC). The REDD+ has attempted to rise as a tool for developing countries to deal with the challenge of climate change, with financial compensation as a counterpart. However, its acceptance is not total and there are opposing views about its effectiveness and intentions. In this crossing of positions, the analyzed countries tested completely different linkage strategies with the UNFCCC mechanism, which represent a sample of the views on what REDD+ can offer in terms of forests and climate change.
