Este trabajo es una aproximación al estudio de la comunicación sindical-pedagógica a través de la prensa gremial escrita de la Unión de Trabajadores de la Educación de Río Negro (UnTER). El análisis del discurso se
centrará en las revistas Quimán, editada en forma regular durante el trienio
1987-1989. Se intenta advertir la relevancia de este tipo de prensa ante un
proceso de descentralización educativa con variados dispositivos de control
y orden reabierto durante gobiernos de ascendencia radical tanto a nivel provincial como nacional. Así se fue configurando un modelo educativo y de país
con tintes neoconservadores y liberales que alcanzó su consolidación plena
en los noventa. Por ello, se destaca la intensa resistencia y la lucha docente
en este breve recorrido temporal bajo una conducción gremial aglutinada en
torno a un frente de oposición: el temor a la descentralización y el corrimiento
del Estado de su obligación ante la educación pública.

This was the shape of an educational and country model with neoconservative and liberal dyes that reached its full consolidation in the 1990s. For this reason, the intense resistance and the teacher struggle in this brief temporary tour under a guild agglutinated around an opposition front: the fear of the decentralization and the state of its obligation before public education.
