Tendiendo puentes en aguas tumultuosas: la política exterior del gobierno de Mauricio Macri (2015-2018)

Durante la campaña electoral de 2015 Mauricio Macri propugnó llevar adelante cambios sustantivos en las relaciones de Argentina con el mundo, consigna clara de que un gran “cambio en lo externo” debía acompañar al fuerte “cambio en lo interno” del plano doméstico planteado por Cambiemos. Cercano a cumplir los tres años de mandato, es pertinente formularse los siguientes interrogantes con respecto a la política exterior argentina durante el gobierno de Mauricio Macri: ¿Cuáles han sido los determinantes sistémicos de la política exterior argentina en los últimos años? ¿Cuáles fueron las premisas con las que el gobierno Cambiemos efectuó sus primeros pasos de política exterior? ¿Qué prioridades internas orientaron los objetivos externos? ¿Qué tipo de liderazgo político representa Macri? Estas son algunas de las preguntas que explora el presente trabajo, valiéndose para ello de diversos esquemas teóricos dentro de la subdisciplina de análisis de política exterior (FPA, por sus siglas en inglés).
In the 2015 election campaign, Mauricio Macri advocated substantive changes in Argentina’s relations with the world, a clear slogan that a great "change in the external" would accompany the strong "change in the internal" of the domestic sphere posed by the Cambiemos coalition. Nearing the end of the three-year term of office, it is pertinent to ask the following questions regarding Argentina's foreign policy during the government of Mauricio Macri: What have been the systemic determinants of foreign policy in recent years? What were the premises with which the government of Cambiemos made its first steps in foreign policy? What internal priorities marked the external objectives? What type of political leadership does Macri represent? These are some of the questions to be explored concisely in this paper, also taking the dominant agenda items and the figures of Argentinean diplomacy as the edges of the discussion.
