Este artículo analiza el entramado democrático representativo al problematizar el lugar del Parlamento
durante el tratamiento de la Ley de Servicios de Comunicación Audiovisual (2009) en Argentina bajo
la presidencia de Cristina Fernández. Con un abordaje que combina las plurales formas de representación
y participación que se conjugan en el acto de hacer presente, articula dimensiones formales e
informales que intervienen en las relaciones entre instituciones y actores. Con la bisagra del conflicto
agropecuario del 2008 y la irrupción de la cuestión comunicacional, los posicionamientos discursivos
ilustran el debate inusitado sobre las regulaciones mediáticas y los vínculos con la política. Los argumentos
analíticos ponen a prueba la metáfora de la arena parlamentaria como espacio de condensación.
En sus límites y posibilidades, a veces simplifica y otras amplifica, pero principalmente sintetiza,
resume y compendia el contenido y la forma de los debates, intereses, conflictos y decisiones políticas
públicas
The article analyses the representative democratic framework problematizing the Parliament during the treatment of Argentinean Audiovisual Communications Services Law (2009) under Cristina Fernández administration. Through an approach that combines the plurals forms of representation and participation that are conjugate in the act of making present, it articulates formal and informal dimensions that intervene in the relationships between institutions and actors. With the hinge of the agricultural conflict of 2008 and the irruption of communicational issue, the discursive positions illustrate the unusual debate about the media regulations and the bounds with politics. The analytics arguments test the parliamentary arena metaphor as a condensation sphere. At its limits and possibilities, sometimes it simplifies and others amplifies, but mainly synthesizes, resumes and compendia the content and the form of the debates, interests, conflicts and public policy decisions
