La representación política en espacios transnacionales : una comparación de los parlamentos regionales en América Latina

Con una sola excepción, cada proceso de integración regional en América Latina incluye un parlamento
en su estructura institucional. Así, encontramos al Parlamento Andino, el Parlamento Centroamericano,
y el Parlamento del Mercosur, además del Parlamento Sudamericano, que será creado en el seno
de la Unión de Naciones Sudamericanas. A estas entidades subregionales se añade uno de carácter
regional, el Parlamento Latinoamericano. En este trabajo nos proponemos revisar el escenario actual
de los parlamentos regionales en América Latina en referencia a su composición, funcionamiento y
poderes. Los parlamentos regionales no logran asumir plenamente el ejercicio de las funciones clá-
sicas de legislar y controlar al “ejecutivo” y, por lo tanto, no consiguen atenuar la concentración de la
toma de decisiones en los órganos intergubernamentales. Ello repercute negativamente en las posibilidades
de representación de los diversos intereses y voluntades expresados en dichos parlamentos
With a single exception, every process of regional integration in Latin America includes a Parliament in its institutional structure: the Andean Parliament, the Central American Parliament, and the Parliament of Mercosur, as well as the South American Parliament, to be created within the Union of South American Nations. To these sub regional entities, we can add a regional one, the Latin American Parliament. In this paper we intend to review the current stage of the regional parliaments in Latin America with regard to their composition, functioning and powers. Regional parliaments fail to fully assume the exercise of classical functions of legislation and control and, therefore, are unsuccessful to reduce the concentration of decision-making in intergovernmental bodies. This leads to negative repercussions on the prospects of representation of the various interests and wills expressed in those parliaments.
